A one Isaac Maddo who is a member of the Uganda Young Democratic Youth dragged Bangirana and Government to court last week over the refusal of Uganda Police’s Director of Engineering and Logistics to leave office after the expiry of his tenure.
AIGP Godfrey Bangirana’s contract expired in July 2019 and despite being told by his boss the Inspector General of Police Martin Okoth Ochola to vacate office as he awaits its renewal, he has refused to do so.
Isaac Maddo duly served Bangirana a letter of intention to sue through his lawyers Kiiza and Mugisha Company Advocates warning him that his continued stay in office is illegal, capricious and abuse of office.
The letter further warned that he would refund all the monetary benefits he has enjoyed since the expiry of his term and apologize to Ugandans and promise to be a law abiding citizen.
Maddo has since then dragged Bangirana and the Attorney General to the High Court seeking a declaration from court that Bangirana’s stay in office is illegal and unlawful.
Maddo also contends that Bangirana’s stay in office illegally has been aided by the internal affairs permanent secretary Dr Benon Mutambi.
Maddo further alleges that members of the Public Accounts Committee of Parliament were bribed to frustrate the Auditor General’s inquiry into Bangirana’s case.
Now Bangirana’s case has been allocated to Justice Henrietta Wolayo, the deputy head of the Civil Division of the High Court after the two parties failed to reach an out of court settlement.
Court has however given the two parties a last chance at outside settlement and will set a date for them to meet once more.
